When is probably a matter of logistics and mitigating backlash.  Let's assume it's Schloss - lord knows he'll want not only himself but his family as far away from college station as possible for potential safety reasons.  Is the house packed and ready to go?

"It's done" means something has been done. 

"Contract signed" means someone has signed a contract.
