It looks like with the NCAA ruling on the player transferring from Wisconsin to Miami that the transfer portal is not needed if a playe/studentr can unroll and enroll in a new university at any time.

No, the transfer portal is not blown up. 

Xavier Lucas filed the paper work to enter to portal during the open window. Wisconsin refused to enter his name into the portal. Wisconsin believed that because Xavier signed a 2 year "contract" with the school for revenue sharing, Xavier was contractually obligated to stay at Wisconsin. The NCAA ruled for Xavier. All this ruling does is prevent schools from keeping students at the school even if the student signs a "contract" for multiple years. This ruling will not impact most players or fundamentally change our understanding of the transfer portal.
